Sub: Registration for Use of Agrochemicals in United Arab Emirates (UAE) manufactured in India

Dear Sir,

Indian Chemical Council (formerly Indian Chemical Manufacturers Association) represents Indian Chemical Industry and is in existence for more than 70 years. ICC was founded in the year 1938 by Acharya P. C. Ray and Dr. B. D. Amin along with a group of industrialist for promoting the interests of the nascent chemical industry. ICC represents all sectors of the industry such as Petroleum Refining and Petrochemicals, Fertilizers, Pesticides, Dyes, Pharmaceuticals, Paints, Inorganic and Organic Chemicals, Speciality Chemicals etc. and its 400 members represents more than 75% of industry's turnover which is currently estimated at US $ 80bn. Pesticides Manufacturers & Formulators Association of India (PMFAI) is an Associate member of ICC. It has recently informed us of the difficulties faced by Indian agrochemical manufacturers in registering their products (pesticides) in UAE.

We understand that Ministry of Environment and Water, United Arab Emirates (UAE) does not register agrochemicals (pesticides) manufactured by Indian or Chinese companies. We would like to know the reasons. For your information, India and China have emerged as the largest and most cost effective suppliers of a large number of generic pesticides especially for developing countries.

Agrochemicals Technical & Formulations manufactured in India do conform to global standards and are registered in several countries. For example, our members viz. United Phosphorus Ltd., Excel Crop Care Ltd., Meghmani Organics Ltd., Rallis India Ltd., Gharda Chemicals Ltd., Sulphur Mills Ltd are among the largest manufactureres and exporters of pesticides in the world. Some of the above named companies have their sister organizations all over the world in Europe, USA, Argentina, Brazil, Russia and CIS countries.

Please note that many MNCs like Bayer CropScience Limited, Syngenta, Dow AgroScience Limited, Dupont Limited etc. are having their manufacturing plant and they also use Indian pesticides; manufactures for contract manufacturing of their product on job work, the product manufactured by Indian Companies for them are exported under the label of MNC all over the world including UAE.

If our information is correct that in UAE agrochemicals (pesticides) manufactured in India are not allowed to be registered, then we would like to know the specific reasons for the same. Both India and UAE are members of WTO. You are aware that WTO rules require that members cannot interfere with imports and exports in a way that disrupts trade or discriminates against other members.

There are several potential sectors for investment by Indian entrepreneurs in GC Region and vice versa. The investment of GCC in India has also increased from past few years, which is estimated to be more than $ 125 Million.

The sectors that have attracted these investments are infrastructure sector with a cumulative investment of $ 112 billion; special economic zones, with an investment of $12 billion, agricultural and food processing ($ 900 million), real estate ($ 700 million) and oil and gas ($500 million).

The Indian agrochemical companies are making their impact globally and India will be soon becoming one of the manufacturing powerhouses of the world for Agrochemical and Chemicals sector.
