ICC activity report for the year 2007-08

TECHNOLOGY & ENERGY:

The Committee was chaired by Mr. H. S. Karangle, Director - Technical, Rashtriya Chemicals & Fertilizers Ltd. Under the auspices of this Committee following programs were organized :

  • ICC in cooperation with Society of Chemical Industry, UK organized seminar on "Innovation in Chemical Industry" on 27 November 2007 at Mumbai. Dr. John Beacham, CBE, Society of Chemical Industry, UK inaugurated the seminar. Dr. A. V. Rama Rao, Chairman & Managing Director, Avra Laboratories Pvt. Ltd & Former Director, IICT, Hyderabad delivered Key-Note Address. Prof. Roger Palmer, Society of Chemical Industry, UK was Guest of Honour.
  • ICC along with Process Plant and Machinery Association of India, organized a Two-day Workshop on "Anti Corrosive Linings and Composites" on 14 - 15 December 2007 at Mumbai. The Seminar drawing faculties from manufacturers and vendors dealt on technical aspects of FRP / PVC, Rubber Linking, Glass Lining.
  • Organized a Refresher Course on "Heat Transfer" on 22 February 2008 at Mumbai. The Refresher Course was inaugurated by Mr. Samir Somaiya, Chairman - Western Region, ICC. Mr. H. S. Karangle, Chairman, Technology & Energy Expert Committee addressed the participants. Prof. V. V. Mahajani, Professor of Chemical Engineering, MUICT was the coordinator for the course. During the Refresher Course 'Certificates of Participation' were presented to the delegates.
  • Organized a Seminar on "BIOFUELS - GROWTH & CHALLENGES" on 14 March 2008 at Mumbai. The Seminar was inaugurated by Dr. S. K. Somaiya, Chairman, Somaiya Group and Dr. Laxman Prasad, Advisor, DST, Ministry of Science & Technology, GoI was the Chief Guest. Mr. Sujit Banerji, President - Polymers B&H & IR&T, Reliance Industries Ltd. delivered Key-Note Address.
    During the Valedictory Session several recommendations were made to be sent to the Government notably : Preparing complete Biofuel Policy, Public - Private partnership for growth, one single Ministry for the program, setting up National Biofuel Board, Sugar factories as well as others to be allowed to process sugarcane juice for Alcohol, removal of monopoly of oil marketing companies for purchase of Alcohol, R&D status to be provided for improvement of yield for Biofuel feedstock per acre. ICC has been requested to form a Working Group and also include representatives from farmers body on the Group.
  • ICC in cooperation with Forbes Marshall Ltd organized 5 programs on "Energy Conservation for Chemical Industry" details of which are given below :

  • Mr. S. A. Nadkarni, President, ACE Consulting Engineers made a presentation on "Hydrogen Policy" to the members of the Technology & Energy Expert Committee on 18 July 2007 at Mumbai.

SAFETY, HEALTH AND ENVIRONMENT:

  • Mr. S. K. Hazra, Chairman, SHE Expert Committee (Managing Director, AEGIS LOGISTICS LTD) presented a paper at the annual meeting of Responsible Care Leadership Group (RCLG) held at Paris on 22 - 24 October 2007.
  • National Disaster Management Authority (NDMA) organized "National Disaster Management Conference" supported by ICC on 1 June 2007 at Mumbai. National Disaster Management Policy was launched at the Conference. Mr. V. G. Bukkawar, Advisor - SHE, ICC presented a paper at the Conference.
  • ICC in cooperation with Center for Chemical Process Safety (CCPS), subsidiary of American Institute of Chemical Engineers (AICHE), USA organized Two-day Seminar on "Process Safety in Chemical Industry" on 7-8 December 2007 at Mumbai. Dr. Rakesh Kumar Sharma, Scientist 'F' Coordinator Core Group Chemical Disaster, National Disaster Management Authority delivered Key Note Address. Mr. S. K. Saxena, DGFASLI, Ministry of Labour, Government of India inaugurated the Seminar. Mr. Scott Berger from CCPS, USA and Mr. Neil Atkinson from IChemE, UK participated in the Seminar.
    ICC, CCPS and IChemE signed a Memorandum of Understanding on 8 December 2007 at Mumbai. It is expected that center will be launched on 5 June 2008 coinciding World Environment Day.
  • The proposed Draft Hazardous Materials (Management, Handling and Transboundary Movements) Rules 2007 was circulated to ICC members who sent their serious reservations on various aspects of the rule. They have pointed out that the present applicable rule on hazardous waste i.e. Hazardous Waste (Management & Handling) Rule 1989 is fairly comprehensive one and scraping of rules at this stage will be set back to the industry. Proposed draft Hazardous Material Rule 2007 should be replaced by existing Hazardous Waste (Management & Handling) Rule 1989 with following modification.
    Hazardous waste be defined into two categories :
    1. Waste for disposal
    2. Waste for recycle and reuse
  • ICC has submitted its recommendations on the subject to the Secretary, Ministry of Environment & Forests, Government of India. Subsequently Director General met Mrs. Meena Gupta, IAS, Secretary - MoEF on 9 January 2008 at her office and appraised views of ICC. She has assured that ICC's comments will be taken care of before taking final decision.
  • ICC has submitted its recommendations on the subject to the Secretary, Ministry of Environment & Forests, Government of India.   • Seminar on "Behaviour Aspects of Safety" was organized on 29 March 2008 at Mumbai. Mr. R. M. Tungare, Director, Maharashtra Institute of Labour Studies, Government of Maharashtra delivered the Key-Note Address.

INFRASTRUCTURE :

  • Mr. S. K. Hazra, Chairman, Infrastructure Expert Committee and Secretary General, ICC attended the meeting called by Mumbai Port Trust on 14 September 2007. There were presentations by Haskoning India Pvt Ltd on new chemical terminal which is being set up at MPT.

    The terminal will have following features:

    1. To cater to vessel of 5,000 to 40,000 DWT
    2. Fire Fighting Facilities
    3. Control Tower
    4. Dredged Pocket- (-)15 m CD (300x60M)
    5. Approach Channel - Phase I dredge to -9m CD
    6. Widening of Turning circle and approach channel by 60m

    Service Platform :

    1. To accommodate seven Loading Arms

    Connection Trestle linking FCB to SCB with capacity to carry:

    1. 20 Slots of equivalent 300 dia pipelines

HUMAN RESOURCE:

ICC has felt urgent need of addressing issues related to availability of human resource for chemical sector. In this context, ICC has constituted a Committee under the chairmanship of Dr. Prakash D. Trivedi, Managing Director, SOLVAY SPECIALITIES INDIA PVT. LTD. The Committee had its first deliberation and is planning to organize a seminar for addressing this issue.

In this context, ICC is assisting the Advanced Training Institute (ATI), Ministry of Labour & Employment, Government of India, Mumbai in drafting Syllabus of Instructor Training for "Advanced Modules of Chemical Sector".

The ATI informed ICC that it is organizing Instructor Training Program for
"Advanced Modules of Chemical Sector" in the following categories :

  1. Attendant Operator
  2. Maintenance Mechanic
  3. Instrument Mechanic
  4. Laboratory Assistant

This will be 10 weeks program covering Trade Theory and Practical (for 6 weeks), Principles of Teaching (for 2 weeks) and Industrial Training (for 2 weeks). The course is to begin from June 2008.

ACTIVITIES UNDERTAKEN BY REGIONAL OFFICES / CHAPTER :

Western Region :

  • Western Regional Office rendered all possible assistance to the Executive Committee, Awards Selection Committee, Scrutinizing Committee for ICC Aditya Birla Award and Expert Committees / Groups in their deliberations.
  • As per the terms of the Memorandum of Understanding, ICC in association with ICIS organized One-day Workshop on "Petrochemicals Business - Regional & International Scenario" on 13 April 2007 at Mumbai. Mr. K. G. Ramanathan, President, Chemicals & Petrochemicals Manufacturers Association inaugurated the Workshop. Mr. Ramanathan in his Inaugural Address highlighted the importance of petrochemicals industry for the economic development of the country. He said that future growth in petrochemical sector will take place in Asia especially in China and India and it is therefore necessary to understand the latest developments that are happening in this sector globally. He further complimented ICC & ICIS for arranging this timely event as Government of India has announced new Petroleum Policy on the day of the Workshop. Mr. John Richardson, Director and Ms. Malini Hariharan, Country Manager-India, ICIS presented papers at the Workshop.
  • ICC delegates participated In the International Business Conference on "Maharashtra Vision Mission - II" organized by Maharashtra Economic Development Council (MEDC), which was held on 1-3 May 2007 in Mumbai. There were presentations on Chemicals, Fertilizers and Alcohol using Sugarcane Juice. It was brought to the attention of the conference organizers about the potentials of investments in chemical industry in Maharashtra.
  • ICC in cooperation with Forbes Marshall Ltd organized 2 programs on "Energy Conservation for Chemical Industry" on 20 July 2007 (Mumbai) and on 30 November 2007 (Roha).
  • During the year, Western Regional Office organized 2 Awareness Programs on "Chemical Weapons Convention" on 8 September 2007 (Tarapur) and on 6 October 2007 (Roha). The program at Tarapur was organized in cooperation with Tarapur Industrial Manufacturers' Association and the program at Roha was organized in cooperation with Roha Industries Association.
  • ICC along with Ministry of Chemicals & Fertilizers and Ministry of Industry and Commerce, Government of India organized Two-day Workshop on "REACh (Registration, Evaluation and Authorization of Chemicals)" on 28-29 September 2007 in Mumbai. Mr. Ashwin C. Shroff, Chairman & Managing Director, EXCEL INDUSTRIES LTD (Past President - ICC) inaugurated the workshop. Mr. Tim Jessel, Commercial Director and Mr. Mark Selby of REAChReady Ltd., UK were main faculties for the Workshop. Besides Dr. Bernie Bialkower, Principal, Chemwatch provided details on IUCLID 5.
  • "Asian Chemicals & Petrochemicals Investment Conference" was organized on 29 - 30 October 2007 at Mumbai jointly with ICIS and supported by Department of Chemicals & Petrochemicals, Government of India. Mr. Arun Ramanathan, Secretary, DCPC, Government of India delivered the Key-Note Address. PCPIR policy of Government and its stakeholders in various states like Gujarat, Andhra Pradesh, Karnataka, Orissa and West Bengal along with their anchor investors viz. IOCL, HPCL, ONGC, MRPL made presentations to the delegates which represented investors from abroad like Sassol, Sabic, Dow, Ineos etc.
  • Secretary General attended the meeting organized by Roha Industries Association on 7 September 2007 at Mumbai. The office bearers of Tarapur Industrial Manufacturers' Association, Taloja Manufacturers Association, Mahad Manufacturers Association, Lote Parshuram Industries Association etc. also attended the meeting. The meeting desired following issues to be taken up by ICC during Task Force meeting with Government of Maharashtra :
    1. Infrastructure Damage Cess
    2. Letter from MPCB putting restrictions on expansion
    3. Amalgamation Policy of MIDC
    4. Service Tax
    5. SEZ and existing MIDC areas

    Accordingly, ICC has written letter to the Development Commissioner-Industries, Government of Maharashtra including above points in the agenda for the Task Force meeting. This Task Force met on 15 November 2007 at Mantralaya, Mumbai.
  • ICC along with Lote-Parshuram Industries Association organized one-day Seminar on "Responsible Care" on 20 December 2007 and "RC Auditors Training Program" on 21 December 2007 at Lote Parshuram.
  • Program on "REACh Policy of European Union Specially Focusing on Polymers" was organized on 15 February 2008 in Mumbai in cooperation with Indian Plastics Institute (IPI) & the All India Plastics Manufacturers Association (AIPMA). The Seminar was inaugurated by Prof. Ashok Misra, Director, Indian Institute of Technology, Bombay.
  • Members are aware that ICC had requested Secretary - Industries, Government of Maharashtra for setting up a Task Force for development of Chemical Industry in the State of Maharashtra and we are happy to inform you that in response to our request, Government of Maharashtra has set up a Task Force under the chairmanship of Secretary - Industries and Mr. D. C. Mehta, Past President and Mr. Ravi Goenka, Chairman, Trade & Business Development Expert Committee have been co-opted as Members of Task Force. The other members of the Task Force are Development Commissioner - Industries; Jt. Chief Executive Officer - Chemical Trade, Maharashtra Industrial Development Corporation (MIDC); Dy. Secretary - Environment Dept.; Member Secretary, Maharashtra Pollution Control Board (MPCB); Jt. Directorate of Industries (Chemicals).
  • Petition for intervention in the Methanol case was filed raising concerns of the industry regarding inclusion of Methanol under Poison Rules. State Government Draft Notification under Maharashtra Poison (Amendment) Rules 2006 came up for hearing in the Bombay High Court. Our intervention was admitted. High Court granted us leave to intervene in the matter and directed to place our objections before Principal Secretary, Medical Education and Drugs Department, Government of Maharashtra.

Gujarat Chapter :

  • Under the auspices of REACh and Global Harmonized Systems Expert Committee a Seminar on "REACh" was organized on 31 July 2007 at Vadodara. Mr. K. C. Misra, IAS, Joint Secretary - Deptt. of Chemicals & Petrochemicals, Ministry of Chemicals & Fertilizers, Govt. of India was the Chief Guest on the occasion.
  • Rajmitra B. D. Amin Memorial Lecture was organized on 20 September 2007 at Baroda.
  • Bharuch Enviro Infrastructure Ltd organized an Interactive Session along with CII & Gujarat Pollution Control Board on the topic - Draft Hazardous Materials (Handling, Storage and Transboundary Movement) Rules 2007 at Vadodara on 16 November 2007. The Secretary - Gujarat Chapter, ICC participated in the Session and circulated the draft and suggestions / objections among the members of ICC.
  • Seminar on "Energy Conservation in Chemical Industry" was organized by Urjavaran Foundation, Bureau of Energy Efficiency, Government of India and ICC on 6 December 2007.
  • ICC in association with Department of Chemicals & Petrochemicals, Ministry of Chemicals & Fertilizers, Government of India organized a Workshop on "Commemoration of Tenth Anniversary of CWC" at Vadodara on 18 December 2007. Mr. K. C. Misra, Jt. Secretary, DCPC, Ministry of Chemicals & Fertilizers, Government of India welcomed the delegates. Key-Note Address was delivered by Mr. John Freeman, Dy. Director General of OPCW at Hague, Netherlands. Workshop dealt on various aspects of CWC. CWC Helpdesk by ICC Gujarat Chapter was unveiled by Mr. Sujit Banerjee, Chairman, National Authority of CWC.
  • ICC in cooperation with Forbes Marshall and Ankleshwar Industries Association organized a Half-day Program on "Energy Conservation for Chemical Industry" on 8 January 2008 at Ankleshwar.
  • 2 Awareness Programs on CWC were organized on 11 January 2008 (Vapi) and on 1 March 2008 (Ahmedabad).
  • 'National Authority, Chemical Weapons Convention - Cabinet Secretariat got it's new Chairman, Mr. Brahm Dutt, an IAS officer of 1973 batch from Karnataka cadre. Mr. Brahm Dutt held the charge of 'Special Secretary' in the Department of Personnel & Training, Ministry of Labour, Government of India before taking over this charge.
    In the wake of forthcoming Second Review Conference of Chemical Weapons Convention to be held in April 2008 at Hague, Netherlands & also promulgation of 'CWC Act' in India in July - 2005, Mr. Brahm Dutt undertook a hectic tour across the country, visiting the chemical units engaged in manufacturing Schedule - 2, Schedule - 3 and OCPF Chemicals and filing the declarations under the convention.

    Gujarat being Chemical HUB of India leading in filing of maximum number of declarations under Chemical Weapons Convention, Mr. Brahm Dutt visited GNVFC Ltd., Heubach Colour Pvt Ltd, SPC Lifesciences Pvt Ltd and also addressed the leaders of chemical industry at Ankleshwar Industries Association. He also addressed the senior State Government and DRI officials and representatives of chemical industry at Gandhinagar about the implications of Chemical Weapons Convention. Mr. Brahm Dutt also visited Atul Ltd, Bilag Industries & Sandhya Industrial Chemicals accompanied by Mr. P. N. Maji, Additional Industrial Advisor and Mr. Y. P. Saxena, Secretary - ICC Gujarat Chapter.

    He also held a meeting accompanied with his team of Mr. Raju Sharma, IAS, Jt. Secretary & Director, National Authority - CWC, Ms Harmeet Singh, Director, DCPC, Ministry of Chemicals & Fertilizers, Government of India and Mr. P. N. Maji, Additional Industrial Advisor with the leaders of chemical industry to ascertain and stands and issues to be taken up during the 'Review Conference' at Hague. He sought the comments for the Article VI of CWC relating to activities not prohibited under the Convention (which include Declaration and Inspection Regime) and Article XI relating to Economic and Technological Development at the conclave arranged by ICC at Mumbai.

Northern Region:

  • Awareness program on "Chemical Weapons Convention" was organized on 22 September 2007 at Chandigarh.
  • Workshop on "Liquid Chlorine Transportation, Chlorine Safety and Chlorination of Drinking Water in India" jointly organized by WCC, AMAI and ICC on 24 October 2007 at New Delhi.
  • Workshop on "Energy Conservation for the Process Industry" was organized by ICC in association with Forbes Marshall on 23 January 2008.
  • Expert Group on Bio-fuel Policy meeting was held under the chairmanship of Dr. Kirit S. Parikh, Member (Energy), Planning Commission on 7 April 2007. Mr. Pankaj Kapoor, Member-NR and Regional Secretary - NR attended the meeting and submitted ICC's recommendations in the meeting.
  • A Roundtable on PCPIR Policy was organized by FICCI with the support of ICC on 8 May 2007. Hon'ble Minister for Chemicals and Fertilizers, Mr. Ram Vilas Paswan was the Chief Guest. Mrs. Satwant Reddy, Secretary, Mr. K. C. Misra, Joint Secretary, Department of Chemicals and Petrochemicals, Mr. R. M. Pandia and Mr. S. N. Singh, Past Presidents and Mr. D. P. Misra Director General were also present.
  • A Meeting of the Stakeholders under the chairmanship of Mr. B. P. Pandey, Jt. Secretary - Petrochemicals was held on 6 July 2007 at New Delhi. ICC members attended the meeting.
  • Industry Consultations on Free Trade Agreements (FTAs) "Issues on Rules of Origin" was organized by FICCI at Delhi on 19 July 2007. ICC members attended the meeting.
  • Interactive Session with the Director General of Foreign Trade was organized by FICCI on 26 July 2007 at Delhi. ICC members attended the meeting.
  • A meeting of the Consultative Group on Chemicals (CGC) for International Negotiations was held on 23 August 2007 in Ministry of Environment & Forests. Mr. K. K. Sharma, member - ICC - NR attended the meeting.
  • A meeting was held on 28 August 2007 under the chairmanship of Dr. Jo I. Cheenath, Joint Secretary, Ministry of Consumer Affairs, Food and Public Distribution. Mr. P. K. Sardar, Chief Director cum Edible Oil Commissioner, Mr. Babu Iyer, Mr. Satish Chavan, Mr. Vijay Sood -members of ICC attended the meeting.
  • Mr. S. N. Singh, Past President, Mr. Pankaj Kapur member - NR and Mr. D. P. Misra, Director General met Mr. Narsimha Raju, Joint Secretary on 31 August 2007 and discussed about Ethanol Blending Porgramme.
  • ICC Delegation led by Mr. D. Dutta Gupta, President attended the first meeting of the Chemical Sector convened by Mr. Arun Ramanathan, Secretary, Chemicals & Petrochemicals on 19 September 2007. Mr. S. K. Agrawal, Chairman - Northern Region and Mr. S. N. Singh, Past President, ICC made presentations.
  • National policy on petrochemicals released in a function chaired by Mr. Ram Vilas Paswan, Hon'ble Minister for Chemicals and Fertilizers on 28 September 2007 at New Delhi. Mr. Arun Ramanathan, Secretary and Mr. B.P. Pandey, Joint Secretary, DCPC were present. Mr. S.N. Singh, Past President attended the function.
  • Mr. S.N. Singh, Past President met Mr.H..C. Gupta, Secretary, Ministry of Coal and discussed about shortage of allotment of Coal on 11 October 2007.
  • A follow up meeting of the Chemical Sector held on 19 September 2007 under the chairmanship of Mr. Arun Ramanathan, Secretary, DCPC was held on 24 October 2007. A delegation led by Mr. D. Dutta Gupta, President, Mr. S. K. Agrawal, Chairman-NR, Mr. S. N. Singh and Mr. D. P. Misra attended the meeting.
  • Delegation from China Crop Protection Industry Association met Mr. K. C. Misra, Joint Secretary, (DCPC) on 16th November 2007 at New Delhi. During the meeting discussions were held on the subject - strategies for improving trade of Agro Chemical Sector between the two countries. Members of ICC, PMFAI, and Crop Care Foundation were present.
  • Meeting with Industry Associations of Chemical Sectors was held 9 January 2008 to discuss the preparation of discussion paper. Mr. K. C. Misra, Joint Secretary, DCPC chaired the meeting. Mr. S. K. Hazra, Mr. R. M. Pandia, Mr. S. K. Agrawal and Mr. D. P. Misra attended the meeting.
  • Meeting was held under the chairmanship of Mr. S. Sundareshan, Additional Secretary, Ministry of Petroleum and Natural Gas on 2 December 2007 on Blending of 10% Ethanol. Mr Pankaj Kapoor, member of ICC-NR attended the meeting.
  • The meetings of the Technology & Finance Standing Committee (TFSC) and Empowered Steering Committee on Montreal Protocol of MOEF have been attended regularly by the Regional Secretary and other Office bearers.

Southern Region:

  • Seminar on "Registration, Evaluation and Authorization of Chemicals (REACh)" was organized on 9 May 2007 at Chennai.
  • Seminar on Creating Awareness on "Responsible Care" was organized on 3 August 2007 at Chennai. Mr. Shaktikanta Das, IAS Secretary, Industries, Government of Tamilnadu inaugurated the seminar and agreed to the request made by ICC to include ICC in the Task Force set up by the Government of Tamilnadu to ensure growth of chemical industry in the State of Tamilnadu.
  • During the year, Southern Regional Office organized 4 Awareness Programs on "Chemical Weapons Convention" on 25 August 2007 (Chennai), 17 September 2007 (Secunderabad), 19 January 2008 (Bangalore) and 22 March 2008 (Pondicherry).

Southern Region:

  • Program on "Energy Conservation for Chemical Industry" was organized in cooperation with Forbes Marshall Ltd on 12 October 2007 in Kolkata.
  • Acharya P. C. Ray Memorial Lecture was organized on 12 October 2007 at Kolkata.
  • Awareness program on "REACh" was organized on 13 October 2007 in Kolkata. The program was jointly held between ICC and Network for Preventive Environmental Management (NetPEM) Public Trust, Nagpur. Besides Mr. Shisher Kumra, Director - EU Cord, REACh Support NIR Sweden, Dr. Rashmi Naidu, Program Coordinator, NetPEM and Mr. Reynold D'souza made presentations.
  • Awareness Program on CWC was organized on 2 February 2008 at Kolkata.
  • Workshop on "Responsible Care" was organized on 18 February 2008 at Kolkata. The Workshop was inaugurated by Mr. Debal Ray IFS, Member Secretary, West Bengal Pollution Control Board.
    RC Auditors Training Program was held on 19 February 2008 at Kolkata. Mr. Surajit Bose, Price Waterhouse Coopers and Mr. Nitin S. Sahai, Management System Assessor, UL India Pvt Ltd made detailed presentation about procedure for audit.
    During both programs "Certificates of Participation" were presented to the delegates.
  • ER participated in the Chemical Congress namely CHEMCON 2007 organized by Indian Institute of Chemical Engineers. Mr. D. Dutta Gupta, President, ICC was invited to make presentation on Pharmaceutical Industry in the panel discussion which was chaired by Prof. M. M. Sharma, Mr. D. P. Patra and Regional Secretary - ER were inducted in the local Organizing Committee.
  • Dr. D. P. Ghosh and Regional Secretary - ER were invited to participate in a meeting organized by WBPCB for setting up of an Environment Assistance Centre on 13 March 2008.

Way Ahead:

Due to the cooperation of members, it was possible for the Council to increase its visibility at Central Government and State Governments levels and also within the industry - national and international. In the coming years, industry will be facing new challenges in the form of REACH Policy of European Union, SAICHEM (Strategic Approach to International Management of Chemical Substances), new International Treaties, GHS (Global Harmonized System), Global warming, Image of the industry, availability of feedstock at international prices, competent man power to the industry etc. and the Council, with the support from members, will focus attention on these issues.
